Corporate Spending and the Employment Rate

I saw this graph on Fareed Zakaria's GPS. The correlation between corporate spending and the employment rate is undeniable. Yet, corporations are holding onto trillions that they are not spending. The employment crisis CANNOT be solved without corporate spending. The question is how do we get them to spend?
